He was labelled as a failed experiment and along with M-24 was used by the Union as an agent, until M-24's sacrifice in a mission against the Noblesse had changed him; as a person and as an experiment. The Noblesse, Raizel, awakened M-21's powers that the Union failed to, and M-21 became h
